Leonard B. Dworsky, professor emeritus of civil and environmental engineering, dies at age 93

Longtime civil and environmental engineering faculty member Leonard B. Dworsky died March 28 after a short illness. He was 93 years old.

Dworsky joined the Cornell faculty in 1964, becoming the first director of the Water Resources and Marine Sciences Center. Over his 40 years in the Department of Civil and Environmental Engineering, he studied unified river-basin management, water-quality planning, the management of resources in international boundary areas and conflict resolution. He also was active with the Cornell-in-Washington program, where he befriended many international students.

Throughout his career, Dworsky was concerned with the management of water resources of the United States by federal, state and local authorities. His early career was with the U.S. Army Sanitary Corps, followed by a distinguished career with the U.S. Public Health Service.

After retiring from Cornell in 1985, Dworsky continued to write, lecture nationally and internationally, and mentor and teach graduate students. He taught his water policy course for another 15 years.

Born in Chicago in 1915, Dworsky earned a B.S. at the University of Michigan in civil engineering (1936), and an M.A. in public administration from American University (1955). From 1941 to 1946 he was a lieutenant colonel in the Army Sanitary Corps, and then spent 18 years as a commissioned officer in the U.S. Public Health Service.

Dworsky provided expert testimony to Congress on numerous occasions, was a consultant to the governor of Puerto Rico, an associate of the Rockefeller Foundations and a senior associate of the Utton Transboundary Resource Center at the University of New Mexico Law School. In 1967 he spent a sabbatical year as the senior staff assistant for water resources in the Executive Office of the President and subsequently served as a member of the President's National Environmental Panel from 1968-1972.

He was the recipient of numerous honors, including the 1994 Caulfield Medal for Exemplary Contributions to National Water Policy from the American Water Resources Association, as well as a career award for Outstanding Professional Achievement in the interest of the Hudson River by the Hudson River Environmental Society.
